Legal framework for the Brest Oblast Council of Deputies

The Brest Oblast Council of Deputies (hereinafter referred to as the Council) is a representative state body and the main link in the system of local self-government in Brest Oblast. It consists of deputies elected in 57 constituencies of Brest Oblast in accordance with the electoral legislation of the Republic of Belarus.

The Council is a legal entity.

The Council shall be guided by the Constitution of the Republic of Belarus, the laws of the Republic of Belarus, the acts of the President of the Republic of Belarus, the Regulations and shall build its work on the basis of current plans approved by the Council.

In its activities the Council is guided by the interests of citizens of Brest Oblast and national interests, participates in the discussion of issues of national importance affecting the interests of citizens of the region, submits its proposals to higher bodies.

It implements the decisions of higher state bodies, its own decisions, coordinates the activities of subordinate Councils of Deputies in Brest Oblast.

The powers of the Council shall begin on the day of the opening of the first session of the Council after the election and shall expire by the opening of the first session of the Council of the new convocation and shall be determined by the Law of the Republic of Belarus "On Local Government and Self-Government in the Republic of Belarus".

The activity of the Council is based on collective, transparent discussion and resolution of issues, legality, responsibility and accountability of the bodies set up by the Council, elected, appointed or approved officials, constant consideration of public opinion, accountability of the Council to people.

The Council carries out its activities through sessions, the Presidium of the Council, permanent and temporary commissions on the basis of a long-term work plan approved by the Council for a year and also through the exercise by deputies of their powers in the manner established by the legislation of the Republic of Belarus.

A deputy of the Council shall exercise their powers without discontinuing professional activity, except for the Chairperson of the Council, and shall enjoy the relevant guarantees provided for by the Law of the Republic of Belarus "On the Status of a Deputy of the Local Council of Deputies" and other legislation of the Republic of Belarus.
