- executive committees of cities (cities of oblast subordination) and districts;
- state personnel policy;
- mobilization preparation and mobilization, territorial and civil defense.
Presides over:
- council for coordinating administrative, law enforcement, military and border units and customs services;
- anti-corruption commission;
- commission for assigning classes to civil servants;
- qualifications commission for chairmen of city and district executive committees, heads of administrations of districts of Brest, heads of structural units of the Brest Oblast Executive Committee;
- commission for countering extremism and terrorism in Brest Oblast.
Responsible for interaction with:
- Brest Oblast Council of Deputies;
- diplomatic missions and consular offices;
- Prosecutor's Office of Brest Oblast;
- State Control Committee of Brest Oblast;
- Brest Oblast Court, Economic Court of Brest Oblast;
- Brest Oblast Directorate of the National Bank of the Republic of Belarus;
- Brest Oblast Department of the State Security Committee of the Republic of Belarus;
- Brest Oblast Department of the Investigative Committee of the Republic of Belarus;
- customs and border authorities;
- Brest Oblast military commissariat and military units.
